Wastegate hose question Empty Wastegate hose question

I have the stock T25 with an HKS actuator, and AVC-R. The vacuum hose that goes from the wastegate to the intake tube is plugged off instead of hooked onto the wastegate. Should this be reconnected to the wastegate??
